Sorry if it's been said before, but I just noticed it...

His 1994 season with KC.
23 GS, 171 IP and an *.

His 1997 season with the NYY.
29 GS, 195 IP but no *.

How's that happen?

I recall that, but I've also seen guys get the * with Cone's '97 #'s...

It usually takes 200 innings. Sometimes, though, when a team's innings are severely scattered due to injury, lack of talent, etc., they will give the * to one or two guys on the team just for playability purposes.
