3 nicer thoughts on Merm:

He's consistent. He makes a lot of trade offers, but
he isn't really off the deep end. And he isn't telling you how
to run your team, although he may be apathetic about your teams
side of the trade (I can't tell most of the time).

He isn't targetting inexperienced players to rip them off, not
as far as I can tell. It appears to me he often just makes a
starting offer that he is willing to negotiate. Nothing strange
or evil there. Except that it may not always be clear.

He can and does put together competitive teams without trading.

Bartering after a lopsided initial offer is a legit trade tactic, some
managers just aren't comfortable with it. Trying to sell someone
on a lopsided trade offer is another matter -- I just haven't seen Merm
do that.
