Deffensive subs

I have all the check boxes checked, I have the managerial strategy set. HAL still refuses to mke my defensive subs when I have the lead. Is there a time when HAL doesn't do it? Like if it's a blow out? I have Sangy set to be removed with the lead and Fosse to be brought in. I've had this set for two weeks and HAL hasn't done it once.
