I click on the link, but it's tied to an old FAQ that says you only get 80% of a player's value. Has this changed? Is it a time (games played) graduated salary penalty?

It's similar to the btt80s graduated drop value rule:

up to game 42 95%
up to game 81 90%
82-142 80%
143-162 no changes
