What is this league all about?
I see that there is a password. Is the league
still open with regard to managers? Is there a theme?

Yes, this is an ongoing, 12 league commitment, currently gearing up to start its 4th season. It is a closed league, with a PW. It's possible an owner may dropout along the way, at which time a replacement would be posted for. However, don't despair, as the City Franchise Theme is a popular one. Seems like there is some version of it being started every couple of weeks or so, so keep your eyes peeled, and when one starts up, sign up for it. :)
