New Cards - New League Question

If a new league auto-drafts prior to Monday, does it have access to the new cards. The season will not start until Monday night (10/17).

Or does it mean that the draft has to occur have the day the cards are released?

If it were any day except monday it would be clear-cut. Just not sure which day is considered the start of a new league.

The day of the draft? Or the day (Monday) that the season starts? Is a league that drafts, but does not start its season until the Monday the cards are due to be released, considered an existing league? or a new league?
