i read it didnt quite get it. I am assuming that your stud pitchers you will want to set at F0 and the rest somewhere in between. and there is no F9 in the drop menu. I am assuming that if you leave it blank that is F9

The F0-F9 ratings are how fatigued your pitcher is. F9 means he is at full strength/unfatigued. Once he reaches his limit of pitches/innings and starts having some problems, he'll start to fatigue. The drop can be quick or gradual, but he'll start giving up more hits as he gets more fatigued. When he hits F0 he's completely gassed. Generally HAL won't leave a guy in at this point unless no one is left.
You don't have any direct control over the fatigue ratings; the only thing you may want to do is check the box scores and see if your pitchers are getting tired and being left in. If you are giving up leads late in the game because HAL is leaving in guys who are tiring, you may want to change your relief settings, or mess with the slow hook/quick hook settings on individual pitchers.

F0 is gruesome. Even a superstar pitcher isn't all that good when you get to F5 or so.
