Does anyone ever get a good season out of either of his 2 10+ million cards? No matter what park I have him in, the following is a typical Big Train season:

In addition, I find that he gives up an inordinate amount of HR's as well.
Is there a consensus community wide about him?

Like most players, pitchers especially, it all depends on the salary cap. At $140M for this team, Johnson should be near the top of the leaderboard but the stats will be less than stellar. A 4.50 to 5.50 ERA is fairly standard depending on the composition of other rosters and your home ballpark.
But put him as the ace on a $60M or $80M cap team, and he's a Cy Young candidate.

I would also add that his $7.77 card seems to be a very popular and effective one.

Johnson's $7.77 mil card has pitched well for me every time I've used it. He won the Cy Young award with the $7.77 mil card for the team below in a $100 mil 24 team no DH league:

.
Walter did pretty good for me.

That can be said about every card in the set.

And frequently is.
