No waiver leagues

I'm in a no-waiver league called "Fugitives Of SOM Rehab" that's full and waiting for the go-ahead to draft.
There's two messages posted on the main page that says "This league's Auto-Draft/Frenzy time has not yet been set by the Commissioner." and "This league will not draft until the Commissioner schedules a time for the Auto-Draft/Frenzy."
My questions are:
Doesn't that seem like a heavy weight of responsibility placed on the one who sets up the league, not only to set the draft time, but to ensure it's not abused? When I left to go to Easter Sunday church services this morning, the league had 11 members. I was worried that the league would fill, and that the draft/frenzy would all occur while I was away from the computer. Luckily, that didn't happen, but what's to prevent something like that, which would obviously be unfair if the the time was set within a few minutes after the 12th team joins, without the knowledge of most of the league members?
Secondly, wouldn't it be better if all no-waiver leagues had their frenzy drafts at the same time each day, such as 5pm just like waiver leagues do? I really like the idea of making roster moves as soon as possible after your team is drafted, but it seems like the commissioner has too much power over the league, especially compared to the other 11 in the mix.
All I'm saying is I like these kind of leagues, and I think they would be more popular with the gamers here if it didn't seem so one-sided in favor of the person holding all the cards.
