Post-WWII/Expansion Three Team Franchise - Drafting

Two 2-team Expansion Era Theme Leagues were recently formed. So how about a three team franchise league including post-WWII and Expansion franchises with a slighly larger salary cap of $120 million (form at $140 with the requirement that all teams maintain $20 million in cash at all times).

12 teams
1. When we have 12 managers, we will randomize for a draft order and division assignments.
2. We will run a 3 round draft in serpentine order on the ILC boards. Each Manager selects a POST or EXP era team. At the end of the draft all 12 managers will have 3 POST or EXP era teams to build their roster out of.
3. At all times your roster must be comprised exclusively of players from your 3 selected POST or EXP era teams
4. For players with cards on multiple teams (i.e. Greg Maddux), the Auto drafting rights always go to the team with the higher dollar card. So if both the Cubs exp and ATL exp are selected, the manager who selected ATL (where Maddux has a higher dollar card) gets rights to him in the auto draft. If the ATL exp manager does not auto draft Maddux, the Cubs exp team can pick him up out of the free agent pool after the auto draft. If no manager selects ATL exp as one of the 24 selected exp teams, and a manager selected the Cubs exp.. the manager with Cubs exp would have exclusive rights to Maddux because he can only play for either the Cubs or Braves.
5. You can use any POST or EXP era version of a player you have rights to. So if the A's get Willie Randolph because the Yankees go with Cano at 2b, and do not auto draft him, the A's can use the higher dollar versions of Randolph from his Yankee days.
6. For players that have both a post WW2 and EXP era card (examples Hoyt Wilhelm, Frank Robinson), the Auto drafting rights always go to the team with the higher dollar card, with waiver rights as described above.
7. Since there are many players eligible for multiple teams, we will use Waivers
8. Select a home ball park that corresponds to one of your 3 selected post or exp era teams. For example, if you select Post NYY, you could use one of the Yankee Stadiums from 1947-1966 and if you select EXP NYY, you could use one of the Yankee Stadiums from 1967-2005.
9. Because there is a 3 round draft, I have balanced out the draft order as follows:
Round 1: Teams 1,2,3,4,5,6,7,8,9,10, 11, 12
Round 2: Teams 7,8,9,10,11,12,1,2,3,4,5,6
Round 3: Teams 12,6,11,5,10,4,9,3,8,2,7,1

- just mean that one must always maintain a cash balance of 20 million, and that one cannot dip into that to offset the 20% "fee" for dropping a player

So what can the extra 20 million be used for? Or did you just set it at one of the "canned" levels (60, 80, 140, 200) - 140 being the closest, but only wanting teams to spend 120?
