Does it matter where you play a corner outfielder with better range?

ex.

Cruz 2(-1)e9 in LF and RF

Singleton 3(-1)e3 in LF and RF

Does it matter who plays where?

In terms of their range, no, it doesn't matter. They will both have an equal chance for an X roll in every plate appearance, and the fielding chart for LF and RF is the same. The difference between the two positions is arm. Baserunners get a 10% bonus on their success chance when they go from 1B to 3B on a hit to RF, and a 10% penalty if they're going from 1B to 3B on a hit to LF. So, as you'd expect, you put the better arm in RF. With the specific fielding ratings you give for Cruz and Singleton, it really doesn't matter at all. I'd put Cruz in LF since I think that's where he usually played :) But game-wise, there's no advantage to either arrangement.
