HAL on starters

I have Cox and Leonard. If I dont program my rotation, will HAL choose the better starter, like with relievers generally, or will he just pick the more expensive one?

I think it goes in order of endurance first and then price.

Example: If left untouched a 5m S6* will start after a 1.5m S7*.
