DOUBLE DECADE 84 - Draft - Season starts Monday!

Eligible teams:
RR - NC
BigA - DE
Jsam - NH
YF - WI
LM - DC
BigD - CA (Sean's last state picked)
Only the bottom 4 teams in the standing will be eligible for a 1st round top 4 pick. Draft order will be low Pick3 to high Pick 3 in Friday's evening lotto draws.
Owners can change their states up until 6 pm EST, Friday. Otherwise we will use the last state you picked, as above.
(Next year we will do the lottery draw and start the draft at the 141 game mark).

The Busters are threatening to leave Dodger stadium after this season. Too many Luis Aguayo, Tony Armas, Kent Hrbek, and Ron Kittle flyballs died at the warning track this year. When do I need to announce my new stadium? I'm allowed to change stadiums right?

You're supposed to announce if you're "blowing up" your stadium before the draft begins (though we've been lenient about this before). You can blow up your park, but you can only do it one time this decade. You need to use a draft pick to take a new park -- but you can do this with your last pick if no one else is picking a new park.

Dear Mr Dog,
There is no need to blow up your ballpark. Just pull in the fences and sell the naming rights to someone who will 'rename' your ballpark 'Riverfront'. The reconfiguration of the ballpark is legal and does not have the restriction of the once per decade rules on explosions.
My law firm can assist you will the construction (stimulus dollars may be available) and naming rights documents.

Dear Mr Manager,
My client, Mr YounFan (aka YF), will be undertaking a large construction project this off season to reconfigure his ballpark to increase seating because despite the BFD's losing record the fans just cannot get enough of those Amazing fellows. Mr YountFan has secure financing for the construction from a local lunber baron who wishes to be anonymous at this time, but has secured the naming rights to was previously called Candlestick Park.
Once the construction plans are finalized and the ballpark dimensions known I will be sending a letter to the league office with the estimated ballpark effects.
