Double Decade redo - 1974 - draft done. League created

We can begin to draft the day following game 141 has been completed.

Order will be determined based on worst record picks first to best picks
last (other than the first four picks of round 1).
Tie-breakers will be firstly run differential (worse picks first)
followed by head-to-head record (loser picks first)
then by home record (worst percentage picks first)
lastly by remaining cash (most cash picks first).

A lottery for the first 4 picks of the first round only will be completed using the Pick 3's, with the lowest pick 3 getting first pick. Subsequent rounds will be based on standings at game 141.

Here are the states (cobbled together from various sources) we will use if we don't hear different before 6pm EST on the evening following game 141.
