What's with the Pop-up Ads?

What's going on with these pop-up ads? I went to make a transaction in the 90s and got completely redirected to a page about taking a survey. I expect that sort of thing on a free website, but it's plan bullsh.. on a site I'm paying money for!!!

Some say if you clear your cookies, the popups become less frequent
