1969 ECONOMIC STIMULUS LEAGUE (no DH)

Revised June 30, 2009

This league involves choosing one of the sixteen teams in the 1969 league with the lowest aggregate salaries, retaining at least 20 players of that team’s roster, and select free agents from the remaining teams to turn that economically challenged team into a winner.

The teams available are as follows:
1. San Diego Padres (11 Pitchers, 16 Hitters, Total $38.92)
2. Cleveland Indians (9 P, 16 H, T $41.23)
3. Montreal Expos (13 P, 17 H, T $42.91)
4. Philadelphia Phillies (11 P, 13 H, T $44.81)
5. Chicago White Sox (12 P, 18 H, T $49.91)
6. California Angels (12 P, 17 H, T $51.81)
7. Seattle Pilots (12 P, 20 H, T $54.25)
8. Kansas City Royals (11 P, 18 H, T $54.88)
9. Chicago Cubs (9 P, 14 H, T $57.77)
10. Houston Astros (10 P, 15 H T $58.11)
11. Washington Senators (12 P, 15 H, T $59.00)
12. Los Angeles Dodgers (10 P, 15 H, T $60.07)
13. Oakland A’s (14 P, 15 H $60.72)
14. Boston Red Sox (11 P, 14 H $60.84)
15. New York Yankees (9 P, 16 H $63.61)
16. St. Louis Cardinals (9 P, 16 H $65.96)

Rosters can be reviewed on: http://strato.berce.us/

Rules of the league:
I. Maximum team salary will be $65 million dollars. This amount has been set to allow all teams an opportunity for some economic stimulus. The league will be set up as a $200 million league, thus it will be necessary to maintain a reserve of $135 million when the season commences and throughout the season.
II. A minimum total of twenty (20) players from that team must be on the team’s roster at all times throughout the season. Team roster sizes are up to the individual manager.
III. Managers signing up for the league will choose a Pick 3 entity, and the numbers drawn for the designated evening (high to low) will determine the order for which managers get to choose one of the sixteen franchises. Divisions will also be determined based on this order (East 1,4,7,10; Central 2,5,8,11; West 3,6,9,12). Each team is assigned to its respective home stadium (i.e., the Cubs are in Wrigley Field). [Update: Divisions to be determined based upon final selection of teams, in an effort to pair up natural rivalries within the same division].
IV. A five round serpentine draft will be held once the teams have been selected or assigned. The draft is an opportunity utilize available funds to strengthen your teams by selecting available free agents from the twelve non-stimulus teams (the four leftover teams plus the other eight teams), and will be serpentine commencing with the teams with the lowest combined payroll selecting first.
V. There will be no waiver period. Following the draft, managers may adjust their rosters by dropping players (if they wish to have a 24 player roster) or adding players. After the draft, any leftover players are eligible to be selected, whether they are part of the original twelve ES or the remaining twelve non ES.
VI. Modified, creative team names similar to the original team name are strongly recommended.

As long as the two basic rules are adhered to (minimum 20 players from the team’s roster and $135 M reserve), any player movement, either by trade or free agent acquisition, is allowed.

One question: If you want to drop/add players, do you always need to have $135K in salary cap OR can your cap room go lower with player movements as long as your roster does not exceed $65 million?

It was my intent to maintain the $135M (not K) in salary cap. If we went the other way, I wouldn't have any problem so long as we limit the number of player transactions (like five). I recall reading previously of one manager that traded pitchers after each set of games in a similarly formatted league.

Rick, I have you FL for your lotto state. If you would rather have a different one just let us know. I think we are just about back to where we were doing this the other way. Now we'll see if indeed this new way of doing things will actually cause other people to sign up too.

I advertised on the ATG Board too - and sent messages in other '69 leagues - mostly this same group of guys anyway.

If we did not fill we could consider allowing each owner 2 teams (assuming different divisions). Just a thought. I have never seen this but isn't it possible?
