Do we do 200mil or 60 mil to get HAL to cooperate? I know that can be a problem sometimes with low salary caps.

If there is a minimum set by HAL, then I suggest we set up a 60 mil cap and draft to 25 mil or less. However, if HAL has a minimum then go for the minimum. Then, once the season starts, each team must cut players (cutting and adding the same player if necessary) to get to the 25 mil limit - will that work?

Actually, this brings to mind a question. Assuming HAL allows a 25 mil roster, once the season starts can we cut and add without penalty? For example, say we start the season at 25.0 mil in team salary, then we cut our best player who has a 5.0 mil salary - are we now down to 24 mil total salary or can we add the full 5 mil in new players?

I think you are correct. Let's draft it in a $60M league, but be on our honor to restrict our rosters to $25M.

It would be nice to drop and add players without the 20% penalty, but I don't know how to get around it.

For draft purposes a 60 mil league won't work. I just created a team and filled it with .5 guys - HAL wouldn't let me do it, saying I must spend 45 million.

A 200 mil league, however, will let us do it. I was in a 200 mil league where some numbnuts drafted all sub 1mil players. No problem there.
