The league should be set up as a 60 mil league, not 200. The 60 mil cap will ensure everyone is complying with the rules. The 1 mil for Angels starter and cubby catcher seem fair to me.

I think the minimum team salary for a 60M league is 45M (I could be wrong). If this is correct then the bottom 4 salary teams could not be selected. Maybe they won't be anyway?

Pretty sure right about the 45 Mil in the 60 mil cap

The added players to comply with roster requirements 1 mil or less also OK with me

But this is way too tough. The best teams are already gone, and I have no idea how you get the Mets under 60M.
The Cubs need another starter (they have only 3 w/* and 1 w/o) and a C, and having the luxury of replacing these with >1M guys doesn't appeal to me.
THe Dodgers have a 2.58M albatross in Hutton, he can never play.
Can't use Pit, Det, Cin or Stl either w/o cutting studs, so that leaves the Pilots and Royals? Yuck.
Sorry, seems interesting but I'll pass unless you guys agree to up the cap to 80M and allow dual teams.

I'm thinking of switching over to a different team, but before I do, I wanted to find out what the ruling/concensus is about a few things:

1) For teams over $60, do they get to add any players under $1mil or just .5 guys?

2) For any teams under $60 mil, are they allowed to add players to get up to the minimum or are they limited to the franchise players only?
