Everyone is off by 0.5 (overspent) except for me on your list. It must have something to do with getting a stadium which I already have.
Also Gfdwarf is much higher than what Bob came up with: I suspect he has the missing Willie Mays!!!

I think there are about 5 teams with max bids situations under 10M total. Try and police yourselves to not have leading bids that would exceed your cap number.
