As much you think as I'd like to CHEAT and take the first pick, what I am proposing is what many other leagues have done. Use a number randomizer to determine pick order.
I was going to have GFDwarf do this, but since you inquired Rick, I'd like to offer you the chance to use the randomizer to set our draft order. Once the league fills of course.
1. Direct your browser to http://www.randomizer.org/form.htm
2. Number of sets =1
Number of Numbers = 12
Range = 1-12
3. You will then get a series of numbers, from 1-12 in random order.
4. Match up the numbers with the order we signed up for this league.
5. This is our draft order.

To make it completely neutral, when we get 12 signed up, you can just make a post with "Need a randomized 1-12 set, please" on the ATG board and you'll get someone to run one within a few minutes usually and post the results - then it's a third party running it and everyone can see the evidence. Just take the first set posted.
That's what I have seen done the most. Like you said, whichever number is listed first on the set gets the first pick and so on down the line.
