$100M 12 By 12 Franchise Tourney

Just an idea. 12 Managers with the goal of playing 12 teams in 12 leagues. Looking for a $100M cap, no DH. Free Agents coming off the unused teams.
If the 12 separate leagues concept is to grand, how about a lower number of teams to start out with. How do I want say " I want a chance to use a number of teams that I want to use".

Lotto to determine your team each season?
Are you required to keep a certain number of players from your franchise before getting free agents?

Minimum number of players kept would be 20. The basic premise here is that each manager would get to use each franchise once if we did the grand idea of 12 leagues.
I did run an ATG2 "Battle of the Franchises" which was very fun but in fact it ran out of steam at 3 leagues. After that 2-3 managers drifted away though I believe they had fun for the first couple of leagues.
Here I want to use a $100M cap in order to allow all franchises to play with their core teams. In my opinion an $80M cap forces teams not use the highest rated players which I believe is why many of us play the game. I'm not for superstar teams all the time but I do want the chance to use all great players that were on the core team.
I would be agreable to limiting the salary for any new players added.
One core concept is that no manager can use the same team more than once. I would suggest the lotto be used with a serpantine approach for future leagues.

There are 24 franchises so are we talking a AL or NL only? I love the franchise theme so you can pretty well count me in.
