5-Man Rotation league

A league were all teams have 5 designated starters, regardless of * rankings.

I have a few suggestions or ideas regarding this.

5th starter rules.
1. He must Start at least 15 games. Using www.baseball-reference.com and reviewing the teams of 1969 this seems to be a good number for a 5th starter.
2. He may also be used in relief.
3. He does NOT have to be used in relief.
4. There will be quarterly notifications of 5th starter progress at games 30, 70, 100, 140. That will allow owners to not be "surprised" at the end of the season.

Roster rules:
1. TSN rules apply, except, you must carry 3 pitchers with "Rx" ratings, as in only relief pitcher eligible.

Draft:
I would like to do a live - auto mix, with stadium round as well.
so. 16 round draft, 15 players (any mix) and one stadium. Draft order is high to low, I will reveal the order when all is said and done. If you have played with me before, you might know how I like to order leagues.

Cap:
I am thinking the league would be $100 cap.

In essence you can have this lineup as your 9 pitchers:
1. Marichal
2. Niekro, P.
3. Briles
4. Fryman
5a. Stoneman
5b. Wynne
R. Tatum
R. Regan
R. McMahon

Either Stoneman or Wynne would have to start 15 games, themselves, they could not be shared starts.
