Unable to rank pitchers the way I want

Has anyone had trouble ranking pitchers? I am able to rank the 1st and 2nd spot, and then I add a pitcher to the 3rd spot, but when I attempt to add a pitcher to the 4th spot, it takes this pitcher and places him in the 3rd spot and moves the pitcher that I had in the 3rd spot down to the 4th spot. Why is this happening? Is it a bug?

I've not seen this. You can get around the rotation settings by just using the Per Game Starters. This overides the rotation settings anyway.

I figured it out. I was trying to rank them on the draft page and didn't know I had to go to a different page to rank them. Thanks.
