Lineup position and HAL's strategy

I have another thread where I described the bunting situation - HAL likes to bunt from the 2 spot in the lineup, but seems like HAL won't bunt from the 6 spot.
I think HAL also has a lineup-order preference for stealing. I have a team at the 90 game mark, and here are the statistics: Belanger bats first (9 steals, 3 CS), Brock bats 4th (18 steals, 9 CS), Clarke bats 7th (15 steals, 5 CS).
I have team stealing set to "aggressive". Brock is set to "steal more" and Belanger and Clarke are not set to "steal more." As you might imagine, Brock has MUCH better stealing numbers on his card than Belanger or Clarke. I mean, he's Lou Brock, 2nd all-time in steals behind Rickey Henderson and in 1969 he's in his prime.
There have been plenty of situations in my season where Brock doesn't run. Why not?
