Does 1969 Use Super-Advanced Rules?

I wonder if we can get any confirmation on this. It is a pretty critical question. Why?:
-Someone correctly pointed out that there aren't any gbA+ on the hitters' cards.
-This is important, because of we are only playing advanced rules, then there isn't a holding the runner penalty.
-This would make middle infield defense less of a critical factor in team construction, since a "3" at SS would never get downgraded to a "4".
