League would use stock teams from 1961-1990, plus the '59 Cubs (36 teams in total)

Draft three teams each, players become your property unless traded

1st round draft order dertermied by State Lotto, high to low

2nd round to be held in inverse order of values of franchise taken in the first round (see following post for franchise values)

3rd round to be held in inverse order of total value of first two franchises taken

4th round to pick up 1 fa from selected teams
