According to Frank , he said earlier that because No-one drafted Seattle or White Sox , NO ONE can Draft Griffey Jr, because he is only eligible for Cincy, therfore, i dont have to protect him in the draft round as only I cna put him on my draft card. So that means Bonds is only eligible to Giants , therefore no need to protect him.

Okay, I'm pretty sure I get the whole who you get to put on your draft card (boy, picking franchise 12th was the short end in some regards, looking at the player pool some folks are working with)

But, once the draft is done, free agency:
Can only pick up people who played one AB for your franchise, right?

Thanks to all that posted and for their help. Yes its a 125M cap( must have 15M at all times). Any FAs that are carded to other teams and played for others are eligible to be picked up post waivers.
The above example of Nomar is perfect. If left on the FA list then the Dodgers and A's would have a crack at him.
