There is one rule to remember in the 60 league.
It's a 200 mil cap league- see rules, but all teams must remain at a 60 mil cap throughout the season.

When the 60 mil season starts, take eight series (24 games) to make as many transactions as you need and to tweak your team then no more transactions with the exception of injuries and trades. This will mimic the way we the play all the other leagues on this site. This will solve the problem of unlimited transactions.
