i dont know if cobb was good in real life... i never watched him play... his strato card is bargain basement priced... how does the jet rate cobb?

what does "7th best value in the set" mean? does that mean if you take the difference in his actual price and correct price, the dollar difference is the 7th greatest?

There is no ultimate "correct price." Everything is context dependent.

But value is defined here as overall rating as a function of cost.
