Dropped the players, but it would not let me pick-up replacements. What to do. :?

Frank, Your drops need to be approved by someone else in this draft before you can pick up replacement players.

After a slow start the west is in round 19.

Frank I approved your drop, you should be able to repick now.

And techincally the west will probably have an extra day, because the east and central need to enter first anyways...
