Thanks for doing all that work and updating the rosters! There are just a couple of inaccuracies on my roster. Miranda was dropped prior to the draft, also I traded Chipper Jones to Spider for his 3rd round FA draft pick and his #1 pick in the upcoming prospect draft.

Also I was wondering if its too late to promote prospects?

Yes, it's too late to promote prospects. We had extensive discussions on this previously and could not get a consensus on allowing prospects to be promoted in lieu of making a pick. I was very much in favor of this but others weren't.

Your prospect roster or 30-man roster? Too late for 30-man, no need to drop from prospect roster as you own their rights until you promote them to 30-man then drop them.

1) Need to add Scott Elbert to my roster, he was my Rnd 4 pick

2) Need a ruling on Hveed's request to be able to drop 2 prospects so he can make all his picks in the prospect draft

We can drop prospects before the prospect draft. But, once we start it? No. However, we cannot promote any until both drafts are finished.

And I forgot about Elbert, saw him and then forgot. Also, I will make the Chipper Jones switch.
