I understand your confusion because it could really go either way. I'll go ahead and make an executive decision on this one. This will mostly apply to you, Frank M, and danielz, who controls the predominantly expansion "Grab Bag" team.
The expansion era starts with players in 1967, so in order for an expansion era player to be eligible for your squad, he must have donned the uniform from one of your franchise teams in [b:0b36b42b9b][u:0b36b42b9b]1967 or later[/u:0b36b42b9b][/b:0b36b42b9b].
This same concept will apply to the WWII splits with the year 1945. A player qualifies as "pre-WWII" if he wore the uniform of one of your franchises in 1945 for before, and qualifies for "post-WWII" if he wore a uniform of one of your franchises between 1945-1967.
So in your case, Frank, The Baby Bull will be eligible for the West Coast team because he played 3 games in 1972 for the Oakland As. He is not eligible because of his service time with the Giants. He was traded midway through the 1966 season from San Francisco to St. Louis.
