200/60 Keeper League- Year 4

I'm wondering if it might be better if we had a little 2 or 3 round supplemental draft prior to the 60M season so those of us that are having difficulty putting a team together can find some cheapies to fill out the roster.

I can create a league, but I seem to remember talk about the $60M being a gentleman's handshake $100M League with a $60M cap to rosters in order to better facilitate trades. Am I delusional?
