Easily done. Let's say my game plan all along is to have one hard RH and one hard LH RP regardless of the rest of my pitching staff. Well, most of those guys are .50 and in some instances pretty darn good for the role they play. Whats to stop me from picking only 9 pitchers at the draft, and 19 hitters, the last 2 on the cusp of getting a card (ie Garret Jones from a year ago). If he get's a card, great, I'll just cut someone else and keep him, since I can only have 17 hitters on my team anyway, and go ahead and grab that hard lefty or righty I fully intended to have on my team anyway. But, if I can only draft 17 hitters max, and he's one of them, well, if he doesn't end up with a card, I gambled and lost, and his replacement is a .50 player. You can work it in reverse with pitchers, as there is actually one or two with a high risk but ample rewards if they get a card. So maybe I'd want to "game the system" by picking 13 pitchers, and if they all get a card, drop the worst one, and pick up a .50 09 Paul Janish type defensive specialist as my replacement.
This example was done in a pre-card draft either last year or two years ago. The manager actually selected over the maximum number of hitters for this exact purpose. It was brought out that he was over the limit during the draft, and he actually admitted that was the strategy he wanted to employ. If I thought I could find the thread in 15 minutes, I'd actually post a link, and the debate that followed.
That's why we should make it clear ahead of time that managers have to stay within the maximum of players. I'm just looking to close the loophole.
