So what about players like Evan Longoria? No 2007 card, but he played in the 2008 MLB season and now has service time. Is he eligible for the prospect draft, or will he have to be taken in next year's Spring free agent draft?

Next year.
Makes next year's Spring free agent draft a little deeper that way. Also gives incentives for players not doing well to trade for higher picks.

Ok, one more draft rules question: David Price did not get a 2007 card, has 2008 major league service time, but didn't pitch enough innings to warrant a 2008 SOM card. Am I correct in thinking that we will have to wait until the 2010 spring free agent draft to select him?

if i understand the rules correctly it says nothing against drafting a player without a card in the spring free agent draft. therefore you would be able to take him in this years spring FA draft.

Correct, it's only in the initial draft that the carded player rule comes into play.

Will there be a list of draftable players, or is it like the prospect draft in that it will be on us to determine who to draft? I want to draft Barbara Walters and Tiki Barber with my first two picks.

1) A non-serpentine free agent draft of at least 10, and up to 15 rounds, will be held each year shortly after TSN/SOM cards are released.

all of the cards will be out so you will know who is available.
