I retrieved the lottery numbers from the March 17th lottery for the states mentioned in the rules. If a state had multiple pick 3s in a day, I chose the evening results. Here are the results:

AZ - 74 - (12th place team)
CA - 54 - (11th place team)
WI - 97 - (12th place team) - Already selected
NY - 69 - (12th place team) - Already selected
OH - 32 - (10th place team)

So the order will be as posted earlier:

Proposal:
Rule 6) Prospects who receive a card when the new card set is issued, must be added to the team's 30 Man Roster PRIOR to the Annual Free Agent Draft. Prospects with cards in the new set will become Free Agents if NOT ADDED to the Roster of the Team owning the rights to that Prospect by the 30 Player Roster Freeze Deadline.
Rule 7) Prospects with cards in the "Unleashed Set" will not fall under Rule 6. They will remain Prospects until promoted or they have a card issued in the Regular Card Set which ever comes first, then Rule 6 will apply.

I strongly disagree with changing this rule midstream. I can't see a real need for it either. What are we trying to prevent?

I am going to propose an other option on a suggestion from another owner that it takes effect either this draft or the 2012 Card Set AFA Draft in an email.
The way the rules are written under the Prospect Draft Section Rules # 2 & 4 and the Prospect Rules Section Rule 5.

Rule 2 states Each team will select 3 Prospects which is any player who DID NOT RECEIVE A CARD on the TSN Website in this year or any other year, and is the property of of an MLB Team.

Rule 4 states that Owners lose rights to all Prospects that they release; Released Prospects are eligible to be drafted as either a) Free Agents if they were issued SN Cards or b) Prospects again if never issued SN Cards.

Prospect Rule 5 state you may add a Prospect to your Roster after you drop players BUT BEFORE the Season's Free Agent Draft and then Draft ONE LESS player

The issue here is Prospects are considered Prospects as they have not been issued a SOM Card. Once they get issued a SOM Card, they can't be considered Prospects and they should be counted as part of the Major League Roster according to the definition of a Prospect.
I didn't bring it up, but there there is definitely a gray area here and needs to be clarified through a League Vote.
