- There are 16 Pre-WW2 (no deadball) era teams. The New York Yankees and St Louis Browns WILL NOT be used. They will be two of the four unused teams and their players eligible for the 4 round draft.
- After 12 teams are chosen, the 12 teams will be sequenced from lowest team salary to highest team salary. This will also set division alignment.
- There will then be a 4 round draft (lowest to highest) of players from the remaining 4 teams that were not chosen. To help the lower salaried teams the draft will be a little different.
- Round 1 will be just the 4 lowest salaried teams (lowest to highest)
- Round 2 will be just the 8 lowest salaried teams (lowest to highest)
- Rounds 3 and 4 will be all 12 teams (lowest to highest, both rounds)
(For example, the manager with the lowest salaried team after 12 are chosen, will have picks 1, 5, 13 and 25 and the manager with the highest salaried team will only have picks 24 and 36)
- This will help the lower salaried teams and make all the rosters strato legal.
- Draft will take place on the ILC boards.
- The players from your chosen team and the 2, 3 or 4 you draft become your exclusive property.
- The remaining players that were not drafted off the 4 remaining teams can no longer be used.
- There will be NO trading, but you can dip into your excess players during the season (with the obvious 5/10/20 penalty).
- Divisions will also be set by team salary (prior to the 4 round draft). Lowest 4 team salaries to the East, next 4 to the Central and highest 4 to the West.
