Summer League - SKIP

One of the rules we're trying to work on is in regards to a manager disappearing for a length of time that might slow down the auctions.

One proposal was to create a SKIP.
A BID and a PASS are integral parts of the auction, and already defined, but a SKIP would help move things along. Like a time limit in a live draft, but only after multiple SKIPs would the manager default to PASS.

Remember, once a manager PASSes on a player, that manager cannot re-enter the bidding.

So, the questions here are
How much elapsed time constitutes a SKIP?
and
How many SKIPs equal a PASS?
