Where do we list our keepers? Don't we need to do that first, before beginning the draft?

We are reshuffling everything, no keepers. Starting fresh. Next season we keep 40, then we will drop the keeper list to 30 mil, then the following season keep 20 mil, keepers. A graduated list.
