You can definitely win with a low pick. it might not be ideal, but can be very good. The player pool is so big there are plenty of good players to go around.

I was in a league recently where everyone was limited to 8 players over 7 mil. Turns out there are just enough over 7 mil to distribute evenly with 2 left over. That guaranteed equal distribution and resulted in a very even and competitive league.

You might try to get something like that going.
