whats the average number of relievers you should have on a 2007 team?

It really depends on the league and ballpark you're in. You have to have 4 minimum, maximum 7.

I've seen other managers use 4 with 6 starters in a pitchers park.

I've used 7 in a bombers league, all offense, so you need depth on the staff.

Usually I go with 5 starters and 5 or 6 relievers depending on the league, my ballpark and how my draft went. I try for 4 S* with a .50M 5th starter, a closer, two set-up guys, one long reliever and 2 specialists.

I've seen other managers narrow their staff down so that 8 pitchers, 4 - S* and 4 relievers get the vast majority of the innings.

The best way to know is to read the boxscores and understand how HAL is using your staff the way you've set it up. Adjust your decisions for your next league by what've you've observed.
