HAL substitution patterns

When HAL is looking to sub in game, does he (it?) always pick the highest cost player on your bench avaialble to play that position? Does the players def. rating come into the equation?
I know in 2007 we will be able to rank our subs to help with this problem, but I'm in a 69 and '06 league now.
In the '69 league, HAL ph's for Kubiak (ss), but ignores his back up Woodward (3e20) and uses the higher priced Kennedy (4e68!!!!) instead. Kennedy is set to be the def sub at 3b (2e12). Kubiak is not set to sub out for def purposes.
I would blow up my computer if I lost a close game because I had a 4e68 ss in. If HAL is going to use him regularily, I'll have to cut him and pick up a true 3b as my late inning def replacement there.
