outfield question

is it better to put a bad def of in right or left field, or does it matter??

In terms of range, it doesn't matter.

In terms of arm, runners trying to go from 1st to 3rd get a 10% bonus to their chances if the ball was hit to RF, and a 10% penalty if it was hit to LF. So most people put the better arm in RF in order to keep the chance from getting too high, although there's a pretty good argument that that evens out too.

but the best arm always should be in cf, right?

My studies (which are not complete yet) suggest that that's correct, although not at the expense of range. Check my blog for my studies on the impact of throwing arms.
