70 teams x 2 = 140 half squads (70 Pitching, 70 Hitting).
Each Owner gets 8 half squads to build his "Franchise"
Half teams drafted comprise of your player pool for the rest of the keeper league duration, except re: Rule 7.

1 - 8 Round Draft (Pick III Lottery - Low to High)

2 - Draft 8 1/2 squads (Pitching or Hitting).

[b:da6d05ff42]3 - Must draft at least 3 Pitching or Hitting squads (which means a max of 5 of the opposite)[/b:da6d05ff42]

4 - Rotation from 80m to 100m [b:da6d05ff42]AND[/b:da6d05ff42] DH to No DH. Option after Four Years to include other salary cap levels.

5 - 5/10/20% Salary Hit for 1st Season, reverts to 10% after that unless majority wish to keep 5/10/20.

[b:da6d05ff42]6 - FA Pool is off limits except to add/release players from your half squads.

6a - Exception: Players acquired via trade
6b - Players from unused half squads are [u:da6d05ff42]ALWAYS[/u:da6d05ff42] Off limits [/b:da6d05ff42]

7 - Every season, from Worst Record to Best*, owners will have the right to release a [u:da6d05ff42]maximum[/u:da6d05ff42] of 1 hitting & 1 pitching squad (2 change maximum), if they want, and replace them with unused half squads from previous season.

7a - You can change a Pitching for a Hitting squad, so long as (a) you still have 3 pitching squads, and (b) there are hittign squads available on your turn. And Vice versa.

8 - Trades are either "Rentals" or "For Keeps".

8a - Rentals are for that season only, Player reverts back to original owner next season.
8b - For Keeps is exactly that - Player is kept by new owner - even if the half squad owned by original owner is released.
8c - A list of For Keeps Trades will be kept in a seperate thread that will be updated with every trade. Owners are REQUIRED to AGREE on whether a trade is a Rental or For Keeps and must state such when posting trade. Failure to do so will invalidate trade.

7b/8d - Owners are reminded that gutting a 1/2 squad (by trading away its best players) & releasing it is frowned up. Owners should release 1/2 squads for the purpose of improving their franchise, not weakening 1/2 squads for others use.

9 - Trade Limitations (as approved by majority vote)

9a - Maximum of 20 trades per season
9b - Maximun of 3 "for keeps".

[b:da6d05ff42]10 - Ballparks are limited to the parks that your half squads played in. That still gives you an 8 park selection.[/b:da6d05ff42]

10a - Ballparks can be changed yearly
10b - Owners must use 5 of their 8 ballparks within 8 years (sschu amended proposal) and requested to use at least 2 within first 4.

[b:da6d05ff42]11 - 2 owners can play in the same park - ie 86 Astros Hitting & 86 Astros Pitching owners can both play in the Astrodome (no one else can). [/b:da6d05ff42]

[b:da6d05ff42]12 - Divisions for Season I will be 1-2-3-4, 5-6-7-8, 9-10-11-12[/b:da6d05ff42]

12a - Every year after that will be determined by End of Season Record*

* - World Series Champ is #12, Runner Up is 11. 2 Semi Finalists are 9-10. Everyone else is 8-1 based on W/L. Ties are broken by RS/RA Differential.

The rules in bold are rules that I am not willing to bend on, as they are part of the core concept that I want to play with. There are however several rules that I am willing to be flexible on, and that we can vote upon.

Don't worry about cutting & pasting if you cannot do that from your computer, I can always update the polls myself.

The Pick III Lottery will be held on the first night (except Sunday) after all owners have checked in & voted.

The Seasonal Rotation will be as follows (for the first 4 seasons)

Season I: 100 DH
Season II: 80 DH
Season III: 100 No DH
Season IV: 80 No DH

After Season IV, further rotation amendments can be considered (like 60/120/200).

Basically means whether we will use 8 1/2 squads or 10 1/2 squads (96 of 140 [b:23414d89c4]OR[/b:23414d89c4] 120 of 140)

sschu stated: an idea to change things up a bit might be that you HAVE to play in different parks (from your team draft) for the first 8 leagues (or some such thing)?

My amended proposal is to require 5 of 8 parks for the first 8 leagues, as I feel requiring 8 seperate parks in 8 seasons is a little too much. 5 of 8 would still give owners to re-use a favourite park, while still giving a good variety of parks every season

Some owners are concerned about trading, especially "for keeps". However, if Proposal II is approved, then trading will still be an important part of the league due to the variety of parks, and of course salary caps.

Therefore I am willing to make a limit on trading as follows:

Maximum of 20 trades per season, and 3 "for keeps".

That will keep the # of players "leaving" their 1/2 squads down to an absolute max of 18 per season (12 owners % 2 since you need 2 owners to make a trade x 3).
