Yeah, I'm a glutton for punishment picking the Tigers but I've always wanted to do a real teams league.

Here's a question, once the draft runs, are all dibs off? For instance, if the Yankees passed on ARod in the draft, can a Texas team pick him up off of waivers?

From my understanding of the rules -- and please let me know if I'm wrong -- you can draft any player who played previously for your franchise. That means A-Rod would be fair game for both Texas and Seattle, whether he's listed first on their draft card or picked up on waivers. The only reasons that Texas and Seattle wouldn't be able to add him would be if they don't have 20 players carded form their franchise on their roster, or they don't have enough salary cap room.
