I think the commish made 2 mistakes here...
1. Not over-seeing EVERY team BEFORE the season started
Socal, there is no way that I - or anybody else, for that matter - would have the time to check everybody's roster for eligible players. Being the Commish is a volunteer job, and I already devote hours a week just to setting up leagues, sending out e-mails, determining draft orders, monitoring the boards, responding to questions/complaints, etc., etc. The leagues have to police themselves.
2. The punishment for cminton was not harsh enough
The punishment should always fit the crime. Cminton's crime was that he drafted an NL player in an AL-only league and didn't realize it until halfway through the season. As soon as he did, he dropped the player and replaced him with a .50 player, offered to have this team not count for his Tour standings and apologized for his error. It is clear to me that cminton didn't draft Lopez intentionally (he took him in the 15th round) and was suitably distressed that he had made a mistake. Unless some other facts come to light, I am satisfied with the ruling.
