Is normalization on?

Last year, there was a big/minor controversy about "normalization" being on, as players would go monster for the first half of the season, then tail off as the computer governors kick in.

Is it back on?

I ask because I have Jacque Jones in SAFECO. 8BP HR vs. RH pitching, he only hits against RH pitching.

By game 60, Jones had 22 home runs. It's now game 141 and he has 24 HRs.:x
