So, if you take 3 players and give 1, you lose your last two draft picks and the other team gets extra picks? Seems a lot better for the team trading the 3 players...interesting.

I think as I understand this proposal.. .

The maximum of 40 players roster will apply... at all times
AND
Draft picks can be traded but the total number of draft picks overall will still be 15 draft picks X 12 teams

so really only way to maintain 40 player roster for any team is to announce player cuts that are required to bring roster down to 40 players at the same time as the trade is announced...

the player with fewer players will simply have a roster smaller than 40 players... and for example, if the trade is made before the spring draft, then the manager with less than 40 players can protect 25 players and draft 15 players (assuming no draft picks are traded) and bring roster back up to the max of 40 !!

the team getting the extra players must drop to get to the 40 man roster.

the team giving the extra players must stay at whatever numbers of player he has after the trade.

in a 3 for 1 deal the person getting 3 must drop 2 to get to the 40 man limit and the one giving 3 would be at 38 until draft time. if done before the mini draft he could draft up to 2 without having to drop.

make sense to all?
