....never says you have to start them, just that 2 must be starters only.

does this mean if we have a star sp that he cant pitch every 4th day? or just that 2/5 of all of the starts over the year must be by the opposite side sp's?

Your 2 opposite starters must start at least 1 time in 5 like a 5 man rotation. They can start 1 in 4 if they are SP*, but they have to do at least 1 in 5. YOu can use all 4 in 5 days if you choose, but at least 2 in 5.
