As explained in the rules, the order of the second round is based on franchise salaries of teams selected in round 1. The order of second round picks is from lowest salary to highest. So, if you pick Baltimore in round 1, you are guaranteed to pick last in round 2. If you pick San Diego in round 1, you are guaranteed to pick first in round 2.
